Drupaltestbot699 redeployed; doubled memory for all testbots

All testbots doubled their memory today, which may give us some leeway in the /tmpfs full situations we see periodically. (However, those may be the result of a fail that can fill up any amount of space.)
Also, drupaltesbot699 was rebuilt from scratch (the instance completely deleted and recreated). We'll see if the issue with it is resolved.
